Biography

I am a Professor of Public Policy andÌýPro Vice Provost Global Engagement. Previously, IÌýwas Head of the Department of Political Science and Director of the Global Governance Institute. Prior to joining UCL, IÌýheld appointments at the London Business School and Max Planck Institute in Cologne, and IÌýwrote myÌýPhD at the European University Institute, Florence.

I haveÌýheld visiting appointments as a Schuman Distinguished FellowshipÌýat the Institute of Advanced Studies (European University Institute), the Fernand Braudel Professorial Fellowship at the Political Science Department EUI, the Fulbright Distinguished Professor Fellowship at the Kennedy School of Government (Harvard University), and Visiting Researcher at the Centre for European Studies. I have held grants from the Anglo-German Foundation, British Academy, European Union, Nuffield FoundationÌýand Fulbright Foundation.

I haveÌýpublished extensively in public policy and business journals. I have also published books includingÌýLobbying the European UnionÌý(2009),ÌýThe Oxford Handbook ofÌýBusiness and GovernmentÌý(2010),ÌýGlobal Governance II (2017), Global Climate Governance (2020), andÌýBusiness Lobbying in the European UnionÌý(2021).

Research

My research explores business and government relations, specifically EU business lobbying strategies and the consequences for EU institutional development. This includes the formal effects of EU forum politics, the Commission and European Parliament as policy entrepreneurs, revolving doors and lobbying regulation.ÌýDeveloping this, another of my research themes explores business and Brexit. My study examines the voice and representation of business in the lead up to the referendumÌýand during exit negotiations, and exploresÌýthe level of uncertainty in the exit policy across a number of issues and industrial sectors. It also details how business has made representation at various UK ministries and the EU, and its voice in the media.

A third research theme – EU regulatory reform – exploresÌýthe emergence of EU regulatory agencies and European Regulatory Network governance in the financial service, telecommunications and energy sectors, and also examines business regulatory shopping strategy in a multi-level regulatory regime. Finally, myÌýfourth research theme looks atÌýclimate governance and regulation as part of a large H2020 grant on global governance. This project explores climate politics, multi-level governanceÌýand public-private governance, the role of the EU in climate politics, EU climate law, and the emergence of national independent climate agencies.
