The听听consists of nine members, who serve in their personal capacity and objectively, in the best interest of the Water Convention. They are persons with experience and recognized expertise in the fields related to the Convention, including legal and/or scientific and technical expertise. Dr Paparinskis is one of five public international lawyers currently on the Committee, joining Stephen McCaffrey (re-elected at the Meeting of the Parties), Attila Tanzi (Chair of the Committee), Johan G Lammers, and Dinara Ziganshina.

The Implementation Committee under the Water Convention was established at the sixth session of the Meeting of the Parties to the Convention (Rome, 28-30 November 2012) which adopted decision VI/1 on support to implementation and compliance (). The objective of the mechanism is to facilitate, promote and safeguard the implementation and application and compliance with the Water Convention. The mechanism is to be simple, non-confrontational, non-adversarial, transparent, supportive and cooperative in nature, building on the distinctive collaborative spirit of the Convention.听
